Marijuana in rural Ohio could lead to economic growth

Recently in California the citizens voted on a proposition to legalize marijuana for recreational purposes. Proponents hoped that this would aid the economy by creating new tax revenue. The measure failed. In Ohio no such proposition has been brought up. The state government has chosen to remain silent on the issue. Meanwhile, the poorest region in the state is also growing the most marijuana. What would the legalization of marijuana mean for this incredibly poor area? Would it actually create an economic spark? Or would everything just remain the same?
